Attached is a high level summary along with specific talking points of the rule changes announced by the IFAB for competitions beginning summer 2019, which includes the Fall Youth leagues beginning.

These rule changes are adopted for all Competitions in the State of CT being played this Fall, unless otherwise noted in the Rules of Competition for the Governing Body of the Competition.
